Can some one please explain ...

why they claim Hillary Clinton 'won' New Hampshire. In a race that close won't they just split the delegates? If so, that sounds like a tie.

In politics, there are no ties, just winners--like me.

Clinton received 39% of the votes whereas Obama only received 37. While the delegates may be split, it isn't necessarily an even split.

Further, because she did manage to get a marginally higher number of votes in New Hampshire, one could assume her the "winner" of that state if one was interpreting quantity of votes as a gauge of success.

Well, not strictly. Plus, with such a narrow margin, that kind of lead might not even be statistically significant.
